Scope:
This solution applies to Barracuda SSL VPN.
Answer:
If you are using an application resource from the Barracuda SSL VPN (which uses the SSL VPN Agent to do the connection) all requests to the terminal server will appear from the SSL VPN's IP address. The terminal servers will proxy your IP address, which will prevent persistence from working properly.
It is recommended to not use the Applications resources to connect to the terminal server. Instead, configure and use the Network Connector client, where it will allocate you an IP address on the LAN and persistence will be able to function.
