This solution applies to Barracuda SSL VPN.
Answer:
A Resource Category is a grouping of Resources. It allows a user to collect
together their favorite Resources which are bookmarked on the My Resources page
or an administrator to create a grouping of Resources for a user or group of
users, for example a group of Resources for a Sales team.
Resource Categories replace the previous “My Favorites” option which allowed
users and administrators to set which Favorites appeared on the front page when
a user logged into the SSL VPN. This functionality still exists, but with
Resource Categories each user can have access to multiple groups of Resources
all accessible from the front page.
