The following error is appearing in the Windows Application Event log on an Exchange 2010 server:

Description:       Process Microsoft.Exchange.AddressBook.Service.exe (PID=1916). User 'Sid~CONTOSO\ArchiveOneAdmin~RCA~false' has gone over budget '117' times for component 'RCA' within a one minute period. Info: 'Policy:C2CThrottlingPolicy, Parts:AD:116;'. Threshold value: '100'.


Event ID 2915 indicates that a fall back throttling policy is being used on a service account in an Exchange Server 2010 environment. The following Microsoft KB Article describes the issue in more detail: Event ID 2915 is logged that indicates that a fallback throttling policy is  being used on a service account in an Exchange Server 2010 environment


Microsoft recommends that to resolve this issue, the following update for Exchange 2010 should be installed: Update Rollup 3 for Exchange Server 2010 Service Pack 2
