Answer:
When a message is white listed for the Recipient reason, it means that the Email Security Gateway has been locally configured to allow all email for that recipient address or recipient domain. To resolve this, go to Block/Accept > Recipient Filters page and check to see whether any of your user accounts or domain names have been added under the Allowed Email Addresses and Domains heading. If so, any email addressed to any users or domains listed here will automatically be white listed and allowed by the Email Security Gateway (unless they are blocked before the Email Security Gateway receives the recipient address).
