This solution applies to all Email Security Gateway.
Answer:
Users of the Email Security Gateway may find that some messages are assigned a score of -1002.00. This indicates that the spam scoring is disabled and the spam scoring rules will not apply to the messages. You can find the spam scoring settings by navigating to Basic > Spam Scoring and locating the Spam Scoring Limits section of that page.
