Why isn't safe search working if I have an allow exception for google?

Scope:
All Barracuda Web Filters, All Firmware Versions.

Answer:
The safe-search selections on the Content Filter page apply only to the default authenticated and unauthenticated policies. If a user creates an exception rule that allows traffic for domains which would normally get safe-search, then they won't get safe search. An exception enabling safe-search is required with greater precedence [higher in the table] than the allow exception.
